Charter of fundamental values and principles
CRAC defends the following values and principles:

Solidarity between Cameroonians and equitable sharing of wealth and resources between peoples, between generations, between the territories and more generally within society
Social justice, reducing all kinds of inequalities

Operating Principles


For its functioning, CRAC affirms the following principles:
Equality of members based on the principle of "one person = one voice"
Respect for the principle of exemplary nature in the fucntioning

We Cameroonian citizens enjoying their civil and political rights, after a thorough diagnosis of the Cameroonian society and supply current policy affirm the urgent need to promote a new culture of power is a profound renewal of our democracy, our administration and our modes of governance.

Want to go beyond the traditional forms of expression of political power to provide Cameroonians an innovative and inspiring project that is rooted in concerns and aims to find solutions.
Want to build a fed respect for each word / e, experience and commitment of each and every party; a party created and recreated constantly by its local networks and activist / es; where everyone are actors and actresses of movement, the ongoing development of the project to electoral participation, through the ability to constantly renewed initiatives open to all levels of the party. All are free to participate if they want and how they want it, common initiatives, critical to the development of the strategy, project and programs.
Are committed under the above to create a political party to improve the policy offers and reshaping the Republic of Cameroon.




The party has a key importance to gender equality and gender, using the terms membership, activist, supporter, candidate or secretary is without distinction of any kind.


Part I - General Principles
Article 1: Title, duration and party headquarters


It is created between individuals adhering to the present statutes and in accordance with Law No. 19/056 of 19 December 1990 on civil liberties, political party called "BELIEVE IN CAMEROON" abbreviated "CPRC".
Its duration is unlimited.
Its headquarters are in Yaounde. However, it may by resolution of Congress be transferred to any other place of the Republic of Cameroon. 

Article 2: Missions
To contribute to the expression of universal suffrage in accordance with the fundamental principles enshrined in the Constitution, unity and independence of the nation CRAC object.
It intends to promote the service of Cameroon and Cameroonians, freedom of conscience and the dignity of the person, the dissemination of culture and education, the development of free enterprise, the rule of law, social justice social dialogue, rights, duties and fundamental solidarity, equality of opportunity, freedom to choose their leaders, the security of persons and property, protection of nature and environment, individual responsibility, vitality of the family, the authority of the state, the free administration of local authorities.
CRAC gathers all Cameroonians and Cameroon who share these goals. It guarantees the free expression of sensitivities that compose it.

Article 3: Landmark, colors and motto of the CRAC
Currency of the party: DARING TOGETHER
The emblem of the party is: A showdown in Cameroon placed on the green background
The party colors are: Green and Yellow (in half - half rainbow
  GREEN: Represents nature. Symbol of balance, happiness, youth harmony and success.
Yellow: represents hope

Article 4: Member, rights, duties and loss of quality
Membership is free to CRAC.
It is done individually at local or national level.
CRAC members are individuals, Cameroonians without distinction of creed, religion, sex and ethnic group; Having paid their annual dues.
The minimum entry age is 15 years.
Upon joining, each member is required to comply with these statutes as well as the Rules of Procedure, to respect the decisions of the party leadership, to endorse the Charter of fundamental values and principles of the party.
While adhering CRAC has the right to training and regular information on the party's action. He received when joining a membership card, a copy of the statutes and rules of procedure.
Membership quality is lost as a result of death, the result of any other failure causing the loss of reason, by resignation or exclusion under the conditions specified in the rules. The complete rules and clarify this provision.

Part II - General Organization and operation of CRAC

Article 5: Operation CRAC

The operation of the CRAC based on democracy, expressed by the vote of its members. Proxy voting is limited to one power per participant.
Democracy applies to the appointment of the governing bodies of CRAC.
It also applies to the nomination of candidates for election CRAC. 

CRAC members are consulted for the award investiture, under conditions laid down by the Rules.
The choice of candidates for nominations is through elections whose terms will be specified by a particular text

Article 6: The structures and management bodies CRAC

CRAC is structured in national bodies and bodies basis. The base members are:
- The local Circle
- The departmental union
- The regional federation
- National Institutions
- Other Circles CRAC can be created as needed at the national level on a specialized social and professional, student, school, academic, or generational basis on the Internet, by decision of the Authority Policy.

National party organs are:
- The Convention
- Political Authority
- The National Council
- The General Secretariat

Article 7: The local Circle
The basic structure of the party is the Circle. It is made across the neighborhood or village by at least 40 members on a proposal from the concerned Departmental Federation endorsed by the national political body and or on its own initiative or in a business or university, or around a professional activity.
It is the place for discussion and gathering of all members. The essential structure of the militant life is responsible for a genuine local activism.
A circle can be divided into several circles, with the agreement of the majority of members of the Circle concerned and favorable opinion of the Federal Council. Beyond the threshold of 250 members, a circle can be divided into several circles, quarter after demand Circle members and a majority vote of the General Assembly of the Circle concerned.
Beyond the threshold of 1,000 members, the partition is of necessity. The split decision is taken by the national political authority on a proposal from the departmental union circles
The Circle is headed by an elected committee of conference Circle. It includes:
• 1 Chair
• Vice President 1
• 1 Secretary
• 1 Assistant Secretary
• 1 Treasurer
• 1 auditor
• 1 youth worker, employment and social inclusion
• 1 delegate to the promotion of gender equality, and solidarity
• 1 delegate for Economic Affairs and Development
The circle is the instance of activism and reflection on the problems of people at the local level, research solutions and SEO Graduate of those who can not find local solutions bodies.
Election procedures at all levels are determined by the Rules.

Article 8: The departmental union circles
Circles are in each department a unique union with its county council as governing structure,
Abroad, for each country where the location allows, a circle is formed. The combination of these circles is a federation which operates under rules similar to departmental federations specified in the National Rules.
Federations organize militant work in departments. They must respect and uphold the principles of the party, the decisions of various national party.
Federations are run by federal councils

Article 9: The departmental committee
The Divsional Committee is the governing body of the county union. It is composed of representatives committees circle with two members elected for a member.
The number of members to be elected in each district is proportional to the number of members of the union.
The rules specify the conditions for acquisition and loss of quality member.
Representatives of the new members are elected according to procedures laid down by the rules.
Committees other territorial and specialized Circles Circles are designated under the conditions set out in the Rules.
The president of the county council is elected by the members within the supervision of the General Secretariat.
The delegate from each other territorial committee is elected by the members by a majority vote in two rounds.
The president of the divisional committee or a territorial committee represents the CRAC members in the territory concerned. Convene the Council, sets the agenda with the federal secretary and chair its meetings. It organizes the internal workings of the committee and applies the guidelines. It ensures the unity of the CRAC and the free expression of each member of the committee.
Each county has a county union Secretary, appointed by the national political authority on the Chairman's County, after consultation with the Divisional Committee
In the absence of Secretary and in an emergency, a project manager in lieu of Secretary is appointed by the Chairman of the Divisional Committee.
The Secretary is responsible for implementing the decisions of national courts in the county. It organizes elections CRAC. Each year, it presents the Divisional Committee a progress report, under conditions laid down by the rules.
He is a member of the National Council of Law.
Each division elects a union office, under conditions laid down by the Rules.

The financing consists of departmental federations:
- An annual national allocation determined by the political authority.
- Membership fees, divided between territorial levels under conditions laid down by the political authority.
- A participation of elected beneficiaries of compensation for elected determined by the County Committee.
- Other resources authorized by the legislation on political parties.
The county treasurer is appointed by the County Council, after approval by the Treasurer. It is accountable to them the funds it is responsible. The treasurer is ex officio member of the Federal Council, as soon as his appointment is ratified.
The County Council is under the supervision of the General Secretariat to assign the task of organizing, after consultation with the members concerned, investitures CRAC in local elections
Each County Council shall exercise disciplinary authority over its members.
The penalties that may be imposed against members are: suspension and exclusion. These decisions are subject to appeal to the National Appeals Board. They can be made public.

Article 10: The regional federation

Departmental unions of the same region are grouped in a regional federation. Regional federation tasks:
- Prepare the national guidelines and submit to the General Secretariat to review the annual regional program of activities of the party

- To work every day and follow the party policy at the regional level.
- Present, on the recommendation of the Secretary General, the position of the party and proposals on different patterns of regional development as well as regional development programs.
- The regional federation can organize on regional policy thematic conventions open to the outside.
- Under the supervision of the General Secretariat, the organization of preparation preceded regional elections, if any, of the necessary discussions with the partners of the party at the regional level.
- Departmental Unions intervene only alternative in the powers assigned to regional unions. Regional federation can also be entered by a county union for arbitration of internal disputes before any interim National Council

Article 11: Committee (regional)

Regional federation is headed by a regional party committee, set up in the two months following the national convention.
The size of each Regional Committee is determined by the rules of the party. Each union is represented by a delegation respecting the principle of gender parity.

Cameroonians living outside of Cameroon form a federation that ensures the dissemination of the principles and CRAC project outside of Cameroon.

It includes all the CRAC members residing in foreign countries. It operates according to regulations of its own, adopted by the political authority, subject to the following provisions:
The federation is divided into circles, each corresponding to a particular country or group of countries
Each Circle is headed by a delegate elected for four years by a majority vote in turn by all the members at the general meeting of Circle to allow voting by mail


Article 12: Office of the Regional Committee and Regional Secretary



At its first meeting, the Regional Committee set up an office, made on the principle of parity and in the manner prescribed by the rules of the party. It also elects a Regional Secretary of the following conditions to be specified
s by-laws.
The Federation is administered by a Secretary appointed by the political authority of the President's proposals CRAC, after consulting the regional committee. The Secretary shall ensure the application of the guidelines laid down by the political authority
The Regional Committee Cameroonians out of Cameroon is made up of senators representing Cameroonians out of Cameroon, elected members of the Superior Council of Cameroonians abroad, elected members, of one to fifty members.

Part III - The national leadership bodies


Article 13: The Convention

The National Convention is the supreme organ of the party. It discusses the general action and policy guidelines CRAC.
It elects:
• The National Chairman of the Party
• Members of the National Council Party-list
• And the alternate members of the National Council.

She chose supported by CRAC for election to the Presidency of the Republic candidate; it being understood that for the presidential election there is no nomination of a political party.
Decisions within the National Convention shall, either by consensus or by vote of the Convention. The terms of these decisions are specified by the rules.
It will appoint a committee of organization and control of the electoral process which is responsible for ensuring the validity of applications and ensure equality of candidates in the workflow propaganda and voting.
The convention meets every four years and may be convened in extraordinary session. In this case, the Authority decides policy terms and deadlines for organizing the special Convention. Or at the request of 2/3 of the presidents of departmental unions and regional federations.
The National Convention is composed of:
• Members of the National Council;
• Members of the National Offices of specialized organizations,
• The Presidents of departmental unions Party and those of its Specialized Organizations,
• The presidents of federal committees
• Activists serving as parliamentarians, a member of the government and the like, a member of the Economic and Social Council,
• Officials party entities located abroad

Article 14: Political Authority
The Authority policy is the policy matrix CRAC. It provides the political leadership of CRAC in between sessions of the National Convention. It meets in regular session on the call of its President every six months and it fixed the agenda or in extraordinary session on the initiative of a quarter of the members of the National Council on agenda determined.
Its deliberations are taken by a majority of the votes cast in the presence of at least half of its members. If the quorum is not reached, a new meeting of the Political Authority is fixed, in which the Office shall be held without quorum.

Before each national election, political Authority means a national nomination Commission. It has the authority to prepare nominations. It reports to the Authority policy.
Political Authority consists of 15 members, some of which are right by their position in the administrative apparatus of the party and others appointed by the national president of the crack, due to their contribution to the advancement of the party and militancy
The ex officio members are:
- The President and the Vice President CRAC;
- The Secretary General and Deputy Secretaries General;
- National Treasurer.

Article 15: The President


President CRAC is the first personality CRAC. As such it represents the CRAC in all acts of civil, political and judicial life. Convenes meetings of the national convention and political authority in the manner prescribed by the rules shall ensure the implementation of their decisions and ensures the smooth running of the party.
He is elected by universal suffrage by all the members, by majority vote; the voting rules are defined by the Rules.
He is assisted by a Vice-President and a Secretary General elected in the same manner that he, on the same ballot. In his absence, he was replaced by the Vice-President.

Article 16: The National Council


The National Council is a forum for dialogue and interaction with the deep party representation in the range where the two national conventions council meets every two years, a session two years after the National Convention another on the eve of the Convention.
  The National Council is composed of core members, appointed members and alternate.
The statutory members
• the Chairman and Vice-Chairman of CRAC;
• the Secretary General and Deputy Secretaries General;
• National Treasurer;
• CRAC parliamentarians, deputies, senators,
• members of the Government (from CRAC) in year;
• Presidents of general and regional council and mayors CRAC;
• Presidents and secretaries of departmental committees and chairmen of regional committees or Territory; delegates from district; Youth departmental heads; elected members of the Assembly of Cameroonians abroad and representatives of Cameroonians abroad;
• representatives of "legal persons involved" and specific associations, designated by the number of their members, under conditions defined by the political authority, and subject to the personal commitment of the representatives to the CRAC;
• delegates regional federations and departmental unions elected by all the members, under the conditions set by the political authority;
The other members are appointed on the proposal of the national political authority after consultation with the Secretary General.

Article 17: The General Secretariat

The General Secretariat is the backbone of the party. He hosts the daily life of CRAC and ensure its organization. It annually presents the activity report of the Political Authority in the National Council.
He is assisted by Deputy Secretaries General appointed by the President and the number of which is determined by the political authority.
  It includes;
• Permanent thematic commissions;
• Special committees
• A socio-political and economic research center
• The Standing Committee of discipline
It is led by a secretary appointed by the President of the National Convention by CRAC assisted by two deputies.

Article 18: The permanent thematic committees

They are established by the national political authority on the proposal of the Secretary-General, based on areas of interest of the political project of the CRAC and areas of economic and social national and international policy. They are driven by thematic delegates. Their size and operations are set by individual texts.


Article 19: Special Commissions
As appropriate, on the initiative of the Secretary General and or political authority, it can be created by a particular text special committees to see an urgent matter, not subject to the jurisdiction of the standing committees. The text specifies that creates their leadership, mandate and modalities of operation. They go out, unless those who have decided to create their opinion, with the end of their term

Article 20: Standing Disciplinary Committee


It is created by the National Convention, the responsibility of the Secretary General, a permanent disciplinary committee whose role is to adjudicate disciplinary matters submitted to it by the political authority. The operating procedures of the commission shall be determined by a particular text.

Article 21: The sociopolitical and economic research center
• It established a Center for sociopolitical and economic studies at the CRAC. The Centre's mission is to:
• Conduct all necessary and likely to feed the project company that CRAC offers Cameroonian studies;
• Produce knowledge that can inform the process of decision-making and position CRAC;
• Follow the social project CRAC;
• Organize discussions and seminars;
• Publish, under the supervision of the Secretary General and the national political authority, the product of his thoughts;
• Conduct annual training sessions for managers and party activists;
• The operation and organization are determined by a particular text.

• The Centre is followed by a Scientific Council CRAC, composed of qualified individuals recognized for their competence in matters concerning the development of society, economy, culture, science, ethics, the environment, international relations and the world. They shall be appointed by the President after consulting the Centre of Political Authority.

Title IV - control bodies

Article 22: The Organising Committee and control of elections

Before the convention, the National Council shall elect an organization and control of the electoral process consists of seven members and two alternates Commission within it.
It has the authority to prepare and organize the operations national and territorial vote and ensure regularity. It reports to the Authority policy.
The National Appeals Board consists of nine members elected by the National Council.

If a membership application is rejected, the applicant may appeal to the National Appeals Board. The Commission decision is subject to appeal.

National Appeals Commission hears appeals by the parties against disciplinary decisions against them. It ensures that the rights of the defense are guaranteed in the exercise of disciplinary power.

When a committee decides to take a penalty against one of its members holder of an elective office, executive or parliamentary, he can not make it public after a decision of political authority.
In all other cases, the National Appeals Board decision is final. This decision is notified to the parties.
National Appeals Commission shall, at the request of political authority on violations of statutes or decisions of the bodies and executive bodies CRAC committed by a member or a committee. It means, if any, involved.
In the three months before and one month after each election, the political authority may impose against a member, regardless of his position, one of the penalties provided for in the statutes, it has violated the decisions on the application or nomination.
Applications for reinstatement are reviewed by the territorial committee, if the exclusion was made by the Committee; by the political authority in other cases.
In case of emergency, especially during elections, the President of the CRAC can use the power of statutory sanction. The penalty is then subjected to the political authority as soon as possible.

Article 23: The Standing Committee on Constitution and Bylaws


A Standing Committee of Association is elected by the National Council on the proposal of the political authority. It gives an opinion on the proposed amendments of the constitution or Rules which are submitted by the political authority or the National Council.
The Rules specify the conditions of application of the statutes. It was adopted by the Convention may be amended by the National Council. Proposals to amend the statutes or Rules issued by CRAC members are addressed to the political authority which examines.

Title V - Funding and Financial Management


Article 24: Funding and management

CRAC resources consist of contributions by public aid provided by law, the proceeds of loans and all resources authorized by law.

The contribution amount is set each year by the political authority. Contributions are paid according to the provisions of the Rules of Procedure.

The National Treasurer, elected by the political authority proposed by the President, is responsible for managing the funds CRAC. He asked the National Council to comment on the draft budget and be accountable to its management. Control Board for the financial management issues an opinion on the draft budget and its regulation.
Proposals to amend the statutes or Rules issued by CRAC members are addressed to the political authority which examines.
Control Board for financial management is composed of 5 members elected by the political authority.

In case of a tie during deliberations, the President's vote is decisive.

Control Board for the financial management control management of the National Treasurer. As such, it meets to review:

- Prior to the submission of accounts to the National Commission for Campaign Accounts and Political Financing;
- Before the presentation of the budget to political authority.

It may meet at the request of at least seven of its members to make recommendations on the financial management of CRAC. These recommendations are forwarded automatically to the political authority.
Title VI - Revision of the Statutes

Article 25
These Statutes may be amended by the Convention on the proposal of the political authority after consultation with the Standing Committee of the statutes.
In this case the amendments is an absolute majority of votes cast, or at least a quarter of the members of the National Council

Article 26: Dissolution of the CRAC

The dissolution of the CRAC is imposed by the Convention, the absolute majority of the votes cast on the proposal of the political authority.

Title VIII: Transitional Provisions
Article 27:

If elected president of the CRAC to the Presidency of the Republic, General Secretariat became president of the party and called one of his assistants to the post of general secretary.
Except in cases of force majeure as defined by the rules the President of the Republic shall CRAC is a candidate in the forthcoming presidential elections.
